Release 3.1 of HLT Health Training Package

For the attention of all registered training organisations with HLT Health Training Package on scope.
Release 3.1 of the HLT Health Training Package will soon be released. The only stakeholders affected are those with an interest in HLT54115 Diploma of Nursing and HLTENN005 Contribute to nursing care of a person with complex needs. An error in the initial release of this unit of competency caused venepuncture to be omitted. This has now been rectified. The amendments are found in the Assessment Requirements and are outlined below in red:

Performance Evidence
The candidate must show evidence of the ability to complete tasks outlined in elements and performance criteria of this unit, manage tasks and manage contingencies in the context of the job role. There must be evidence that the candidate has:

  • undertaken nursing work in accordance with Nursing and Midwifery Board of Australia professional standards of practice, codes and guidelines
  • analysed, planned and evaluated the  health care of 3 people using health information and clinical presentation to determine possible nursing interventions, in consultation with a registered nurse in the workplace
  • performed interventions in the workplace or in a simulated environment, specific to care of a person with complex needs including:
    • monitoring of neurological observations to recognise a deteriorating person
    • recording of 12 lead electrocardiogram (ECG)
    • removal of indwelling catheter
    • performing blood specimen collection (venepuncture)
  • emptied and changed 1 urinary drainage bag in the workplace.

Knowledge Evidence
The candidate must be able to demonstrate essential knowledge required to effectively complete tasks outlined in elements and performance criteria of this unit, manage tasks and manage contingencies in the context of the work role. This includes knowledge of:

  • common disorders and conditions, and the correct terminology for:
    • musculoskeletal disorders and conditions
    • skin disorders and conditions
    • cardiovascular disorders and conditions
    • respiratory system disorders and conditions
    • gastrointestinal disorders and conditions
    • ear disorders and conditions
    • eye disorders and conditions
    • nervous system disorder
    • endocrine disorders and conditions
    • urinary system disorders and conditions
    • reproductive system disorders and conditions
  • diagnostic tests for diagnosis of common conditions and disorders of body systems including:
    • incentive spirometry and peak flow
    • recording a 12 lead electrocardiogram (ECG)
    • monitoring oxygen saturation levels
  • collecting specimens, including blood
  • how to perform the following nursing interventions:
    • assisting a person to don anti-embolic stockings
    • caring for drainage tube systems associated with tubes and drains inserted into the body
    • emptying and changing ostomy bag
    • emptying and changing a urinary drainage bag
    • providing care of suprapubic catheter
    • inserting and removing indwelling catheters (IDC) including insertion for male and female genitourinary anatomy
    • applying isolation nursing practices
    • inserting and removing nasogastric tubes (NG)
    • feeding through nasogastric tubes (NG) and percutaneous feeding tube
    • performing blood specimen collection (venepuncture)
  • mediation, negotiation and conflict resolution as associated with nursing intervention principles for recognising a deteriorating person
  • referral options and resources available in community and health care settings
  • critical thinking, including its characteristics and the differences between critical thinking, creative thinking and problem-solving
  • resources for the Core Standards for nurses who support people with a disability (NSW Family and Community Services)
    • Working with People with Chronic and Complex Health Care Needs
  • nursing interventions associated with reproductive and urinary system disorders and conditions including conditions which require a bladder washout.

This is expected to be available on from Friday 17th June.

No other changes have been made to other components of the HLT Health Training Package.

Tireless researcher 2016 WA Nurse of the Year

  • Winners selected from field of 34 finalists

Sir Charles Gairdner Hospital researcher Dr Susan Slatyer has been crowned Western Australia’s 2016 Nurse/Midwife of the Year at this year’s WA Nursing and Midwifery Excellence Awards.


Health Minister John Day said Dr Slatyer was a deserving winner of the prestigious award and an outstanding ambassador for the profession.


“Dr Slatyer is a highly respected and skilled nurse researcher who engages nurses in research to ensure quality, safe and patient-centred care,” Mr Day said.


“Through education, role modelling and mentoring, Dr Slatyer is helping fellow nurses to better understand the important role research plays in improving patient care.


“As well as being named Western Australia’s 2016 Nurse/Midwife of the Year, Dr Slatyer also took out the top honour in the Excellence in Research category in the awards.”


The 2016 WA Nursing and Midwifery Excellence Awards were held at the Perth Convention and Exhibition Centre on May 7.  Category winners were chosen from a field of 34 finalists from across Western Australia’s public and private health sector.


The 2016 Lifetime Achievement Honour was presented to Adjunct Associate Professor Violet Platt, from WA Health’s Cancer and Palliative Care Network.


“I congratulate all winners and finalists and thank them for their constant commitment to driving innovation within their professions while also doing their utmost to maintain high-quality healthcare throughout WA,” the Minister said.


“The awards are a fitting way to recognise and reward the commitment of our nurses and midwives.


“These dedicated professionals are fundamental to our health system and award winners serve as a source of inspiration for other nurses and midwives across the State.”

Mission Australia’s 2016 Youth Survey and Tailored Reports

Mission Australia has launched their 15th annual Youth Survey, which aims to give voice to the concerns, values and thoughts of young people ages 15-19 across Australia. It can be accessed now at for distribution throughout your networks. You can also join the conversation online on Facebook, or through Twitter.

As in previous years, Mission Australia are offering tailored individual reports to any organisation or group who anticipate being able to collect 100 or more responses, however this must be arranged in advance to arrange a unique code for young people to enter when completing the survey online. iNotice Smartphone App for carers and care workers

iNotice is a free, easy to use app designed for working carers, care workers and other caregivers that will help them to heighten their awareness of a variety of signs and symptoms that may be linked to a person’s medication management.


The app supports the early recognition of indicators and provides relevant prompts. For professional care workers, there is additional guidance about what action may be taken within their scope of practice and organisation’s policies and procedures.

iNotice includes an iPractice feature which comprises realistic home care scenarios to encourage app practice so as to learn more about common signs and symptoms and the appropriate actions needed.

Users should carefully evaluate all content for their own purpose. Information contained in this app is not to be used as a substitute for medical or professional health care advice or to diagnose, treat, or cure any health-related symptom. It basically just contains information to ‘trigger’ or heighten awareness for care workers and caregivers.

The app has been developed by NSW Community Services & Health Industry Training Advisory Body and Aged & Community Services NSW & ACT. The project was possible due the funding made available by Health Workforce Australia, an Australian Government initiative.

SPOL 2016

The CSH & E TC recently completed its annual consultation with industry to gather information for the 2016 SPOL generated by the Department of Training and Workforce Development. The SPOL is used to help guide purchasing of publicly-funded training in Western Australia as well as for migration purposes. In addition, SPOL is used to inform workforce development planning in the State and is used as a key source of labour market evidence in a number of policy areas. Consultation was held with our industry-specific working groups as well as with individual companies, and this resulted in great participation and feedback relating to the SPOL and other industry issues. Stakeholders were also invited to complete an on-line survey relating to occupations in skills demand and this was accessed by many stakeholders. We would like to thank all those who participated in our consultations and surveys, providing valuable feedback which has now been submitted to the DTWD for consideration. One of our key roles is to represent our stakeholders and advise the Government of industry concerns and issues and your continued support allows us to do this.

Extension of Transition Period for Training Products

As a result of the transition to the Standards for Training Packages there is a temporary surge in the number of revised training products endorsed by the Australian Industry and Skills Committee (AISC). The peak of activity for release of revised training packages is within the period September 2015 to March 2016. To assist registered training providers (RTOs) to prepare for and implement revised training packages, the Australian Government Minister for Vocational Education and Skills and state and territory Skills Ministers have agreed to temporarily increase the period allowed to transition students to the updated training package qualifications under Standard 1.26 (a) of the Standards for RTOs 2015. RTOs will now have 18 months instead of 12 months from the date the superseding training product was released on the National Register ( to transition students to the updated training package qualifications or complete their studies and issue the appropriate certification. This provision only applies for training products endorsed by the AISC from September 2015 until March 2016. Please click here for the list of training packages and qualifications
